While his speech was going on there were already people trying to get into the capitol.

Also see Don Jr's video from inside the tent, POTUS is watching those video screens intently waiting for something to happen and one of them showed a street with an ambulance pulling up.

He predicted it and expected it. Then he may have waited for a signal that they started before he began his speech. It was about 2 minutes apart, start of the storm and speech.
