Arrests can, and probably have already happened.

No need to go dark for that. I think the black hats are going to cause the communications blackout so the Declass can not get out to the masses.

It's a question of how publicly-visible the target is. Podesta? Can be arrested yesterday. Pelosi? Has to be on the 20th or so.
