It was originally made by Whisper Systems, I believe. As far as I know, the only thing JD had to do with it was that he suggested that people use it.
An aside... Silent Circle, which I think was related to the company, made a phone several years ago, "blackphone" with signal built in, an Android phone with none of the spy shit on it that you get from regular phones. I bought one and loved the privacy but the battery was shit and I had to charge it three times a day.
