The World Bank website has an active record for “COVID-19 Diagnostic Test Instruments and apparatus (902780) exports by country in 2018” even though WHO did not name “COVID-19” until February 2020 amid this year’s outbreak.

Six weeks before the Chinese outbreak the Bill and Melinda Gates Foundation and the World Economic Summit had a simulation exercise, a WHAT IF? on how the world would react to the CV outbreak (on youtube) They specifically discussed how to handle opposition news.
The "pandemic" is unfolding in line with a decade-old simulation titled “Lock Step” devised by the Rockefeller Foundation in along with the Global Business Network. The Lock Step scenario describes “a world of tighter top-down government control and more authoritarian leadership, with limited innovation and citizen push back.”
“Scenarios for the Future of Technology and International Development” in 2010, describes a CV-like pandemic that becomes a trigger for imposition of police-state controls on movement, economy, and other areas of society.
