I don't think this is the right thing (Castle Rock being the thing itself).
Castle Rock is between Colorado Springs and Denver. There are several military bases in Colo Springs. Denver has Fitzimmons Hospital and Aurora CO, a Denver suburb, Buckley Air Base. So many military troops there, they need lawyers (just think of DUIs for a start).
Now, that said, Cheyenne Mountain is the deep underground nuke-proof bunker where NORAD is located. It is highly secure and a literal castle made on the inside of a rock.
Also, I've heard that the White House is sometimes called the Castle. Securing it could allude to CASTLE_ROCK.
