They usually give you a coin for participating in any military operation. Also the high up people usually have a personal coin that they give to soldiers. It might seem odd but it's relatively common. I have a few from when I was Air Force and my Grandpa has some old ones from the Marines.
I have seen challenge coins used as a game, usually navy guys. Whoever has the coin from person with highest ranking doesn't buy drinks. Very valuable to an enlisted guy who likes his beer.
What do you think the 'coins' were/had on them?
It was kinda shady when he gave those soldiers a coin?

Challenge coins are established practice. It was only weird when Pence was given one at the Senate.
I’m thinking those coins are the new US Dollar coins that will be based on gold/silver.
