Simple, a second term president doesn't worry as much about optics and has nothing to lose, because he literally cannot run again. Presidents do their most aggressive work enacting their agenda in their second term. In Trump's case, the swamp draining was obviously on the second term agenda. Thus, swamp went all in to try to prevent it.
