It's definitely not a standard installation, surely... I honestly think it's done this way on purpose, to force the dems to do one of a few things:

Show up anyway and get locked in (not going to happen, they're not THAT dumb)
Force them to pick another venue which will be even less secure, which will raise even more suspicion
Get them to try for a "virtual" inauguration which can easily be cancelled/over-ridden by black out, comms control, etc.

They're now between a rock and a hard place?
