It references the legend of Osiris. He was chopped up into 14 pieces. His wife Isis found thirteen pieces, but a fish had swallowed the 14th, which was his penis.

So she crafted a gold phallus in order to revive him enough to conceive her son Horus.

So the fish and the number mean regeneration and sex magic.

Though it could be more literal - Fish for teen.
