My Android hasn't "updated" recently yet somehow my emergency alerts are set to "silent". I can't change it. So iI will still see the alert but only if I'm staring at my phone when it happens. This is new over the last 2 days, as I check it frequently now.

Don't think for a minute they need your permission to push something onto THEIR phone.
