the thing is, even states that have not been using dominion are still using machine counting. Maine for example uses es&s, i think it's called. a little digging shows that these machines are just as unreliable and subject to vote switching and usage of algorithms.
i say it's entirely possible they started to use these methods in smaller states early as a proof of concept before dominion was used in bigger states for a larger number of voters.
