Multiple floors, external stairs... Maybe that is housing for troops?

Did you see the single person tents on the mall as well? What the hell are those for? Other videos show that the capital has been turned into a giant prison. They are only checking people that try to leave...

Even with all the drops over the past 3 years, we really do not know what is going on. The plan is mysterious...
