Absolutely. He's saying it's like a cold war in that it's not "HOT" but the war being waged is of influence and corruption, the cold war was of hostility and threats- neither of them were/are "HOT"

"Hot" refers to soldiers on the ground or in guns being fired.

Neither of those have occurred yet.

The cold was involved a lot nuclear threats. That's a lot hotter than election hacking.
