Yes. There was a CIA black site in Germany which housed a hacking center which was used to remotely alter votes. This information was disclosed in Wikileaks documents.

Tom Mcinerney said in an interview that the special forces raided the CIA black site and seized the servers which prove Trump won the election. Tom's a longtime friend of Michael Flynn I don't think he's lying about the leaked info.

Angela Merkel would have had to know about the operation.
