I think they have already lost, and are in the damage control/escape phase. The military is only needed to catch and prosecute them. They are trying to get out of the country, shredding and burning documents, frying hard drives, killing low-rank members or those who could blow the whistle/serve as witnesses in court.

Some might have fled to Deep Underground Military Bases but they are being ratted out, perhaps the Florida explosion was the busting of such a DUMB.
