A Fox radio station local to DC has been playing commercials, payed for by FEMA. It advises, to be aware of the emergency broadcast sound for your cell phone.

Yeah, I dont know anything about that. All I can tell you was I took a break from listening to my Southern Culture On The Skids CD, to check out the news while driving. Then I heard the commercial come on. At the end it said something thing like, brought to you by FEMA.
