I like OP's take on this because it makes sense in my opinion....but I could be wrong. Nonetheless, with OP's theory....in order to humiliate them they would need to use the GIANT VOICE to confess their crimes, all of them, and then the military will then take them into custody. I could be wrong but it would make for a great TV Series.
