Agreed, I think there are probably a decent amount of people playing ball in all this because the blackmail (although it's not blackmail when you're actually guilty of crimes for which you never had to answer!) can cut both ways. I seriously doubt it's anyone in any position of serious importance to the plan, but as big as this beast is? I am sure there are turncoats working for the good guys who may not have been involved in the most heinous shit that may get deals cut for leading to those who have. We shall see!
