I also see it as an unraveling scheme: Think of the amount of times you hear about criminals getting taken down for serious offenses because they got stopped for having a taillight out or some non-issue (Al Capone).

I def agree that FISA=START is the entry point, or 'setting the hook' if I were to use a fishing analogy. Once you set the hook, you start reeling until your catch is a crispy fillet on your plate. Which you then overcooked out of zeal and have to throw away (because this catch isn't one worth enjoying that way.)
