There was a guy standing right in front of it one night showing how it just looks like this on the live feed. It was actually lit up behind him while he played the live feed on his phone.

The lights weren't off the other night. There was a dimming filter on the camera.

You can tell because when the lights come back on the cop car lights go from being dimmed to being super bright.

If it was really a blackout/brownout it wouldn't affect the police car at all. It's the camera.
