Hootsuite is a very common social media scheduling platform. Marketers use this platform all the time to schedule social media posts in advance. Just because you see Pompeii tweet at a certain time, doesn't mean he's doing it in real time. If his staff is scheduling through hootsuite, those tweets could be scheduled hours, days of even weeks in advance.
