I've seen this theory floated around and it seems like a total Trump move but I'm curious how he would be able to return us back to a republic without congress consent?

I believe the 1871 act was illegal. Dissolving an illegal contract is probably within the purview of the constitutional body in charge, which will likely be the military in short order (if it isn't already).
