I think that is eventually the reason for EAS. These are 'little crumbs' that will move a few or least get them to start to question. But a hammer will be needed. It is like parents nicely asking their kids to behave, the kids ignore until them until the parent roars which finally gets attention.

(I fell asleep watching an old movie on TV. Woke up and the EAS was on the screen again. Heart skipped a beat. Frequency is increasing...)
