maybe there's something in the >100 <60?

the first picture had only 96 flags, the other one has 57, the <60 works but the >100 doesnt.

Some random thoughts. Flags = Confucius institution names by alphabet, locks are ones now shut, initials spell something. Or, Flags = digit one, locks = arithmetic manipulator, adding/ subtracting results in a summary number.
