Can a Kenyan commit treason if he's not actually a citizen? Only against Kenya right?

Perhaps treason isn't the proper word for him, but the punishment remains the same.

We probably have done some nefarious shit to enemy combatants in the past. Lock him in a cell with no windows underground forever. Cheyenne mountain or someplace like that. Make PBS run a video feed of his cell.
