Background displays a portrait of James Monroe directly <behind> Pompeo.
For reference, here is a portrait in the White House of Monroe:

If you look at the glass table the reflection shows Pompeo almost metaphorically being the same as Monroe. The two become one.
As you might imagine, this might be significant based on the symbolism and references made to [Crossing the Delaware, 1851] which pictured Washington in the foreground & Monroe (Future President) holding the flag beside him.

It ties into a very important Q Post.
Let's find more connections to this.
When I looked at that picture the first thought I had was that Pompeo's head lined up almost too well with the reflection of the painting.
No photographer would have missed that in the frame. It was used for a reason.
Monroe Doctrine maybe? One of the points is that any attempt by a European power to oppress or control any nation in the Western Hemisphere would be viewed as a hostile act against the United States.
Interesting!
And notice how the picture is off-center/taken at an angle compared to the table+chairs. If the photog stood directly in line with the table the reflection would be as it was. You can make the argument that there were more people to the left of Pompeo (on the right of the photo) and that would warrant the angle. But how hard would it have been to just have one guy move to the other side? Also, the bowl isn’t centered on the table, if it was it would block the reflection.
Oh, I didn't realize setting up a camera angle and a crowd for a photo opportunity was considered difficult.
