DC is unique as all troops in DC report directly to and take orders from the president. Not the mayor, not civilian law enforcement, none of those extra hoops. I have a strong feeling this is why Joe Biden has shown to be concerned about the build up of troops aswell as why Pence has been making it a point to "respect the unified chain of command"
