A Ham friend of mine monitors VHF and UHF traffic in his local area. He just told me he always hears encrypted chatter on 145.000 MHz. There's a couple of cheap less than $75 hand held walkie talkies which have a capability for digital voice encryption. He thinks that is what ANTIFA is using. He records everything and sends the traffic to the local FBI office and also to NSA. Said he hasn't heard anything back from them yet. BTW, 145.000 MHz is not ever used by legitimate hams but is the default frequency on those chunk radios.

If its a rushing waterfall sound it is digitized voice or data.
Yeah, I told him that he was wasting his time, but he's an old Army Security Agency guy who thrives on doing stuff like that. As for me I just keep a low profile.
