Why does Q refer to NSA as No Such Agency?

This is quite a mystery to me. I'm imagining it to mean that the actual functionality of the NSA is radically different from what is publicly disclosed, hence the NSA we "know" about does not really exist. Anyone have any speculation?

Same as reason for Clowns In America.

Same reason why if there’s a picture it’s a reflection.

What a governed by the security act?

What would the law say about a person with clearances discussing the CIA? Anybody can talk about clowns though.
