Interesting. What does Q mean by delegate recount scan??

Back in 2016, Hillary wanted a recount of Pennsylvania, Michigan, Wisconsin. (Crooked states). I don't know if I would have used "delegate recount scam" but that is how Q worded the post. A delegate is a representative...so I don't know. The 2016 was suppose to be a "rigged" election as well. I wouldn't doubt if Dominion Voting Machines were used.
