Q has talked a lot about the public exposure of truth. However, in the beginning Q mentioned a ratio of 20/80 with 20% made public and 80% kept out of the public knowledge. When people complained, Q then said it would be 40/60 along with a comment which to paraphrase was something like, "We listened." Q said if everything was made public it would start wars. That was why a large percentage of it has to remain hidden from the public.
As for justice, I don't know how much of it will take place in public and how much in private. No Name was given a cover story to cover for his execution, so maybe others will be as well. However, given that Q has talked about the public exposure of truth, that would suggest that at least some justice will take place in public.
I suspect NoName was a special case. For several reasons. One, he was an officer in the military, so there was no need to justify a tribunal. Second, I think he was given a choice, spill everything on video, and you get a quiet execution. Third, to avoid tipping off the DS - I'm guessing one of his choices was solitary confinement for 3 years, and then a public trial, and his family would be dragged into it as well. They might be anyway, but NoName maybe thought the DS would be able to prevail in the end.
