GPS is a combination of technologies. Satellites are rather large weather balloons. NASA is the largest consumer of helium in the world.
That is very non specific given that I can tell you exactly how many satellites you need, where they must be positioned relative to each other, and why this must be so using math based on observations. Can you tell me precisely how they must work if there is no space?
