Why wouldn't more "normal" law enforcement be used?

Somehow this seems like one of the biggest things to happen yet.

"Normal" LEOs can be unionized, swamp beinga loyal to corrupt administrations, so they can't be trusted to do the job we hope they are going to do.

Local cops would definitely arrest protestors, but not necessarily the politicians that give them a paycheck.
