Its a rail tunnel....something like Virginia Tunnel. Fire is on Virginia Ave under bridge by park, which happens to be above a CSX rail tunnel.......escape tunnel from capitol?

It reminds me of old disused rail tunnel entrances i used to break into as a child when living in London (there are lots!)
