If it's true, that we are now at COGCON 2, then POTUS, his family and Cabinet, and key government and military leaders are, or will soon be at, a secure facility outside of DC. Several places come to mind... possibly the no-longer "secret" place in Virginia, or at NORAD in Colorado, or that other place (can't recall what it's called right now) located in Texas. Everyone else, especially those politicians going to the DC "inauguration" (hehehehe...) are not considered essential and are subject to either arrest or whatever events are going to unfold there.

There will likely be several relocation places for various parts of the government and it's unlikely any of them would be an obvious target for a foreign military to strike. Think out of the way places that aren't normally associated with the military.

My guess for safest place would be Raven Rock at camp david. It's a bunker version of the whitehouse that is safer than all of the ones you mentioned
