this is the same standard for every law enforcement agent... it's just codified.

cops have been able to arrest people without warrant for damn near forever, so long as the cop individually has personal knowledge that there's probable cause for arrest. requiring a cop who personally witnessed a crime to leave the scene to get a warrant is kinda silly.
