While there are some crimes that do require things to actually complete (like solicitation - think hiring someone to kill someone else), treason does not necessarily have the same burden and/or definition within it. Treason at many different levels has already occurred. I don't know why the wait at this point, but I'm assuming they know way more about what they are doing than I do.
