It could be that as soon as anyone of interest steps in that gated area, they are escorted inside and then they are immediately arrested. No inauguration at all. They are just detained one by one as they walk in.

Just like the send a criminal a voucher that they won something and come to the bank to claim it. And the cops are at the bank waiting. Just grabbing the criminals as the walk in to claim their free boat. lol.
