Listen closely with your phone and repeat it multiple times. It doesn't sound like "of" but instead "ta". "Peaceful transition ta military power".

The mask covered his words so some of them got misheard. The captions try to distinguish what the person said and went with "of" instead "to" but it sounded like "ta".
