I caught this & agree; To my ear he clearly said "transition of military power"

Wait....now that I think about it; I suppose he could mean "Transition of Commander In Chief"?

I dunno....... very odd phrasing for sure......

He said of military power.

That could mean the military will take over for a while if Biden is arrested.

It could also mean Biden will take over control of military power.
