I've seen it on both sides. Likely depends on what part of the fence you are looking at.

i did not see any crimps or wire brackets, so it looks as though it is spun through the top of the chain link, and looped back over the top
The razor wire is on the outside. IDK who said it was on the inside but that's disinformation.
I think they've probably got more than one fence.
