It could just be a badly worded way of saying they expect to be there for a week after the inauguration...
I can't find it now, but I think I read something this morning or last night about "fallen" I tried to search for it but doesn't seem to come up.
The gist of it was that when something is considered fallen it becomes the property of the occupying force? In the case of all 50 states, DC would be ours.
