I think one flaw in this entire endeavor is that they are preventing Americans from actively participating, no risk, just reward. Something not earned is something less valued.

Maybe because this is an Unconventional War, a war which disguises itself as everyday life, the good guys are choosing to maintain this illusion of "normalcy" in order to prevent a "classical" World War. And since so many innocent blood has been shed across generations, they wish to keep casualties to a minimum, which would mean we "enjoy the show" from the sidelines as the military does the heavy lifting.
