I would think they want all the rats to walk into the trap.

IF they were to come out today -- premature electulation -- then some of the rats wouldn't show, obviously and we'd have to round them up.

Having all the rats in DC just makes life so much easier.

Besides, we didn't build them a nice prison for nothing. LOL
