No that leads to civil war, and the State loses however it plays out. I think they have forgotten that lesson because they are filled with hubris and have managed to get away with stealing an election (they think).
They also see how meekly the sheep follow the herd re the masks and lockdown.
There would be no demonstrations and riots in a Civil War and they are playing a dangerous game demonizing 75-80 million people as domestic terrorists.

It seems they have forgotten all this in their cockiness. Unlike other countries who rolled in totalitarianism they failed to do the one necessary thing - disarm the population.

You think they'll be sending tanks and planes into American cities? You think drones can't be shot down? They can do anything without supplies?
They have been been studying the possibility for years (hence the red team planners) and no matter which way they work it the State loses.
Read that link and you'll understand why.
