Order by governor to disregard potentially vital federal emergency broadcasts is not only sedition/treason but also murder. What if a nuclear bomb explodes, or an earthquake hits California? It is improbable but always possible. There is a reason why the EAS is MANDATORY.
There was a false alarm of the old EBS system (predecessor to the modern EAS) in 1971 (you can find a recording of it) and the problem they had was that lots of stations just ignored it, because it happened at the same time as regularly scheduled tests (due to how it happened).

They're not allowed to ignore EBS are they?!
There's a reason they made it automatic.
