There was a false alarm of the old EBS system (predecessor to the modern EAS) in 1971 (you can find a recording of it) and the problem they had was that lots of stations just ignored it, because it happened at the same time as regularly scheduled tests (due to how it happened).
They're not allowed to ignore EBS are they?!
There's a reason they made it automatic.

They can only ignore it as long as it takes for the alerts to hit the phones
At this point it is akin to interfering with a 911 call.
