As a programmer this is impossible. That section of characters is an unpredictable uncontrollable hash based unique key. What must be happening is the site has the wrong meta data tags for their “date” and they are passing bad info to Googles crawler

It could mean that someone from that Chinese board posted Pompeo's tweet to a thread, that was probably opened about 11 hours ago.
