How doyou tell it’s pre-recorded or at a green screen?
Right now it's supposed to be live but you can go to the white house youtube page and see the whole video. Pretty strange how this is supposed to be live but it isn't.

Even Rsbn was saying they were waiting for the video to be released. So not a live speech, a pre recorded video.
green screen is easy to spot once you know what to look for. look for pixelation whenever he moves and also when the camera angle changes.
