I drive for work Monday through Friday and I live in a rural area. Needless to say cell phone service and yes sometimes radio signal can by iffy. So IF the EBS goes off when I'm in a no service area, does that still come through? It seems to me that something so important would still go to every phone regardless, but what do I know?
